Preheat oven to 350 degrees. Melt the butter in a skillet. Add the raisins and crumbled cookies. Stir over low heat untl all are coated with butter. Remove from the heat and mx in the flour. Lay half the apples in an 8 inch round greased casserole or souffle dish. Sprinkle them with 1/2 cup brown sugar and half the lemon juice. Make another layer with the remaining apples, and add the rest of the brown sugar and lemon juice. Top off with the cookie mixture. Sprinkle the top with cinnamon and nutmeg. Bake approximately 45 minutes.
